Maybe I don't know exactly the rules :-)   I believed that the game can
cycle and we just stop if both players agree for stopping.
If the rules state that in case of twice the same state, the game is stopped
and the game is a draw (or to be replayed) I agree
that here again, we need more information in the state.

Sorry if I misunderstood the rules.
