[Computer-go] KGS bot tournaments for 2011

I believe it is simple to integrate this into the programs.  Right now most
MCTS program do a playout and score it as a win or a loss,  but it should be
simple to score it as a win, draw, or loss I would think.

I'm not sure what effect that would have, if any, on the playing strength.
