It's a pity that the article is written in a nearly incomprehensible version of 
English. 

The program appears to be a collaboration betwixt North and South Korea, and it 
seems they're working on a complete rewrite, using some new, not 
clearly-specified ideas? 

Any Korean-speakers on this list?
