[Computer-go] Update to KGS server: beta-testing of changes to tournaments

An update to the KGS server is currently being beta-tested.  I was asked
to test the changes which will affect bot tournaments; and have now done
so.  All my tests have been successful.  Testing of other changes is
continuing.

There are three changes to the tournament system:
  1.  A tournament will be able to have any positive number of rounds.
There is currently a limit of 20 rounds.
  2.  If Canadian overtime is specified as (say) 10 moves in 30 seconds,
this will be what is actually used.  Currently a different value is
substituted.
  3.  If two opponents are drawn against each other more than once in
the same tournament, their colours will alternate.  Currently, they are
randomly assigned for each game.

All of these were working, correctly as far as I can tell, on the beta
server.  They will therefore be working on the real server "soon".

I would like to thank all those who provided, or offered to provide,
bots to make these tests possible.  The tests are now over, and you may
disconnect your bots.  I won't be doing any more tests, at least for a
while, as my final test broke the tournament database on the beta
server.
