[Computer-go] February KGS bot tournament: 9x9 boards, fast

The February KGS bot tournament will be held on Sunday, February 5th,
starting at 16:00 UTC and finishing at 20:00.

It will be an 24-round Swiss with 9x9 boards and 4 minutes each (plus
some fast Canadian overtime). It will use Chinese rules with 7 points
komi, making jigo possible. There are details at
